In Germany, an organization called BPJM reviews games, movies, books, etc and classifies them. However, banning a game is not ON or OFF. You have a lot of VN's where this could be problematic if it was reviewed in a case to case basis. Similarly, HellMOO is technically illegal to play as well, because it's possible to do the same, but depicts it as purely text without any imagery (Writing or drawing smut is penaltized the same as if it was real or not). For example, the game Unteralterbach would result in 'possession of child pornography', because it depicts drawn children in sexual acts. However, I can make examples where possession would be straight up illegal, because it would violate criminal code. It's decriminalized for anything but import and distribution. If you are caught being in possession of one in Germany, then usually nothing happens or it is taken away from you and that's it. It depends on the content of the game, as well as the laws of the country.
